Once an adult sends the illegal images or the adult agrees to meet with someone whom they believe is a minor, investigators record their IP address and begin an investigation.

Police are allowed to enter chat rooms posing as children or underaged teens, or place ads on social networking sites, or advertising services (i.e., Craig’s List) suggesting the offer of sexual favors or prostitution.  They are allowed to set up fake meetings where the alleged perpetrator shows up thinking they will be meeting with a minor, or adult with the intention of engaging in some sort of sex act or sexual transaction.

What police are not allowed to do is entrap someone.
